Pymt to DHS for DV 2006

Do i have to sent the payment (Fee) to the Dept of Homeland Security (previously sent to Dept. od State) before i start my aplication?
My number is on the 7 thousands (EU) and i belive i have to wait for a while, at least february before i apply for my AOS.
I know you need the pymt confirmation when you start but im not sure when exactly i should send the payment. Thanks in advance.
 
Actually I had another question.

Since I'm still in school (F1) do i need to show an affidavit of support of any kind? Actually by the time my case number comes up, I should be working on my OPT. Will the affidavit be neccessary if I dont get an OPT visa on time?
 
if you have other means of proving you will not become a public charge (job offer, assets, property, good education, good adaptability), by all means, you won't need an affidavit. :)
