the national target of i 130 is 5 months and these days they are in sync with the target.

whats the normal course of events after the i130, as a USC the petition need not wait for the PD to be current to get a visa number, to my understanding its directly sent to the consulate which has the authority over the spouse's residence ?

how much time does it take these days after the i130 is approved? approximations ? i know it depends on the consulate, lets say chennai / madras India ?

After the petition is approved by USCIS they send it to the National Visa Center. NVC request more information from the petitioner before the case is sent to the local consulate for processing.
