Processing fee for a RTD reduced?!

Hi guys,

I'm about to apply for a RTD. I have had 2 of them in the past, so I am pretty familiar with the procedure. However, I've just taken a look at the new instructions and noticed a few changes, so I need someone's advice concerning 2 points:

1. Do I understand it correctly that the processing fee for a RTD has been reduced from 300 dollars to 135? It's hard to believe, so please advise.

2. Do I still have to mail the application to the Nebraska Service Center (I reside in Massachusetts)?

Click on the I-131 link on the main forms page and under the special instructions on the individual I-131 page it specifies that a Refugee Travel Document is less. Even less for a child vs. an adult applicant.
 
Step in the right direction USCIS. Now make these things good for more than one year which we all know is actually 9 months since between delivery time and the fact that most countries require your travel document to be good for 2-3 months beyond your intended date of travel in order to be able to travel there. I mean I understand that it is more expensive than a passport because essentially they treat allowing you to travel as a favor not a right but 1 year for a document that costs this much is ridiculous. Though I must admit now that they are half the price, it does feel somewhat better.

It seems to me by reducing the fees, USCIS has put RTD apps on the back burner to make up for the lost fee . It's taking forever to process an RTD application at Lincoln, Nebraska. Even if you call them for a service call after the said 90 days processing on the website, Customer reps make some lame excuses and wouldn't let you file for a service request let alone an expedited request. One would rather pay more fee than wait for 6 months to get an RTD and ending up canceling travel plans.
 
You have to make something up to get your call escalated, like by saying you applied for an RTD but didn't get any notice for 30 days, and your cheque has not been cashed. Then once you speak to a higher level officer, explain your situation and hopefully you can pressure them into a service request.

they aren't interested in escalating the calls anymore. The timeframe for an RTD is 3 months in Nebraska. Its well over 3 months now almost 4. What their excuse is that the Service Center in Nebraska is still processing application 10 days prior to your filing date and its normal so they can't file a service request.
