Processing center to apply - Dilemma - Please advice.

We plan to apply extension for my Mom who has come here (west coast) on 10yr visitor visa. My sister who lives in east coast wants to have the stay extended as she wants to be with my mom. My mom going back (spend atleast 6 months in India) and coming back to my sister's place is NOT an option with us at this time. Sister needs emotional help now. I know we do not have a very valid reason to apply for extension. Nonetheless, we decided to apply for extension. I have the following questions and need advice.

# Should I be applying for extension at California center OR I let my sister do the extension on east side as my mom going to be staying with her?

# Return ticket is from west coast, does it matter my mom return from east side after her stay OR is it better (for whatever reasons for future trips) my mom come to me and return from the city she came in.

Help very much appreciated.
 
Admire the honesty. Rare trait for most I-539 applicants I see here.
It really does not matter where she files her I-539. Where she flies out from also does not matter.

I know we do not have a very valid reason to apply for extension. Nonetheless, we decided to apply for extension.

One part of me says quoting "emotional help blah blah..." as the reason will not win us the case, can you or other experts think of better way of conveying this to USCIS?. OR should we be using the standard reason "time have not permitted to show all the places around, need more time...", many use and lie to them?

It seems that mom has more than one relative to visit and they are spread out on opposite ends of the country. Her problem is logistics. Do each of her kids have faimiles of their own and are there additional friends and relatives near each of her two bases of operation? Is this mom's "last hurrah" for a long time. Does she have something back home that will keep her there for a long stretch of time once she goes home?

USCIS will probably think that she is buying time for one of her kids to natz and file for adjustment for her. If either is already a USC and has NOT done that yet, it shows the validity of the claim to simply extend a temporary visit to see folks that are spread out over a large country to which she might never return or not for a long time. If either of her kids is in the process of naturalization then her claim of a temporary stay goes out the window.
 
In my opinion, I-539s for B-2 EOS are only justified if it is a life/death emergency. Any reason that could have been addressed with a better timed initial entry is not a candidate for I-539.

can you or other experts think of better way of conveying this to USCIS?
 
TC and BigJoe, thanks for the comments. BigJoe, Neither of us is a USC. Adjustment of status is out question and is NOT our intention. Scary to read what USCIS can presume on our case.
