priority date question

This is a basic question and I am pretty sure of the answer but still want to double check.

Is the priority date the same as when your H1 became effective (October 2003 for me) or is it when the LC was applied ?

PD is LC approval. It has absolutely nothing to do with H1.

The priority date is the date your labor certification was filed; it is an independent date of your H-1 process. It is recommended that you maintain your H-1 status throughout the entire GC process as well.

First, apologize my ignorance.

If my PERM application was filed on April 14th, I understand that it will be my PD.

Please educate me to know what this date signifies when getting I-140/I-485.

Does it mean that I-485 processing dates should reach April 14th, 2008 to file the same.

Yes, the dates for your visa category and country of birth have to reach your priority date (you have indicated 4/14/08) or later in order for you to file your I-485 petition. You can find the current visa bulletin at http://www.travel.state.gov/visa/frvi/bulletin/bulletin_1360.html .
