Previous F1 and B2 visa refused (both 214(b)). Which visa to apply next?

I have been rejected US F1 visa (July 2024) and after that US B2 visa (June 2025), both under 214(b).

Should I apply for -
1.⁠ ⁠F1 visa or

2.⁠ ⁠⁠F2 visa (My fiancé is in US on F1 visa and will be graduating in May 2026 this year, and will be on OPT)
 
You were twice denied a NIV due to not being able to demonstrate a strong tie to your home country to convince the CO you do not harbor an immigrant intent. What has changed for you since the last denial? You’re not eligible to apply for a F2 visa - that option is for spouses and children of F1, not for a fiancé.

I can get married to my fiancé this February or March (before her OPT starts)

What has changed:
1. After B2 refusal, I have salary slips to show (I was not working when I applied for B2)
2. I have travelled to Singapore

Also, I want to discuss this in Thursday's community call. How can I do that?
I had posted the same in the Youtube thread but it was deleted saying duplicate thread.
