Prevailing wage

I will be applying for an H1B visa to start working on October 1st.
My problem is that the prevailing wage given by the Department of Labor for my job (civil engineer) is higher than the salary the company wants to pay me.
So the only way I could show a salary above the prevailing wage would be to include benefits such as health insurance.
Can someone tell me if I can include health insurance in my salary to be above the prevailing wage?

HEALTH INSURANCE WILL BE PAID BY THE COMPANY, IT WILL NOT SHOWN IN YOUR PAY STUB. USUALLY SOME COMPANY PAY THE HEALTH INSURANCE MONEY TO YOU ( LESS THAN THE ACTUAL PREMIUM) FOR THAT YOU HAVE TO PAY TAX TOO.Nic
 
Where to find the prevailing wages for a state

Nic,

Can you please tell me where to find the prevailing wages for different jobs? Is there a website. My wife is working for a manufacturing company and she needs to transfer from OPT to H1b. We would like to know the min pay the company should offer her to apply for an H1. I really appreciate your help in this regard.
