Premium Processing - question

Hi I have heard with premium processing , INS guarantees that within 15 days INS will issue either an approval notice or RFE etc .. or will refund $1000 premium fee.

Does this mean 15 business days or 15 calender days ?

It's 15 business days. But I think the clock stops at the day of RFE and restarts at the earlier point.

For sure it is 15 calender days.
