Urgent ! - Premium Processing for H1B Cap Cases (From H4 to H1 while in US)

Hi,
I would be glad if any one could give me info about the amt of time being taken by BCIS for Premium processing of new H1B Visa cases (From H4 to H1 - while being in the US) - i knew that they give a receipt # by 7-15 days - it is almost 10 days (Sent around 22nd Jan 2004)the papers have been sent to BCIS - but we have not yet received any reply.
Any authentic info would be appreciated.

Anyone in the same situation - please reply fast - i have also gota job offer - but unable to start.
Do i need the new H1b Visa stamp onmy passport to begin work. And how long does it take to get the SSN #

As I see it it is 7 working days now.
Also, the time line would be, send on 22nd.
Assuming overnight recd. by SC on 23rd - Fri.
Entered the case on 26th.
Sent the rct. on 27th by regular mail.

It'll take some time gaa!

AND the case is not H1 transfer or new H1 it is case of Change of status from H4 to h1B
