On April 10 2006, NSC Begins Processing Employment-Based I-485s
for Which Visas Are Not Currently Available due to visa retrogression. Does this mean that I can apply for both my EAD & AP upon submission of I-485 paperwork? Please shed some lights on this issue...Thanks.

Once you file I-485 you are eligible to apply for EAD and AP. does not matter whether visa number is available or not. Preadjudication is not connected with your EAD and AP. By the way have you already filed or going to file I-485?

Yeah...I am currently gathering the paperwork and waiting for my medical examination report for USCIS approved surgeons. I should be able to file early September.
