Is it true that as long as you don't live out of Canada for more than three years of the five, you can let your PR card expire, and still can apply for citizenship if you live in Canada for 3 years?

My sister's ex-husband and son just returned to Canada and luckily for them they had no problem at the customs. They were away for more than three years. Their cards will expire in November this year. If they start living in Canada for three years without traveling outside of Canada, will they be able to apply for citizenship?

They entered by car from the US. Customs officer did not even look at their PR cards.
