I talked to IO just now. she said my IL on way and it is scheduled for OCT15
for charlotte, which is not good. I moved to Atalnta and expected interview
there. She said to go to Atlanta DO & request them to make a transfer of my file from Charlotte to Atlanta. This make more delay?
what is best thing to do here? please let me know.

Do what the IO told you to do. If you do not get a reschedule notice before October 15, I would still go to the interview (if this is physically possible) and inform the officer in Charlotte that you made the request for a transfer.

So, I can go right away with that IL to Atlanta DO or thru INFO PASS again?
If my interview is in charlotte, now I don't has that state ID, I have Atlanta license now. ..thanx. what is the best way to contact or communicate with charlotte DO on this? email? letter or...????
 
The mistake is that USCIS is a department that has internal communication issues. Their left hand doesn't know what the right one is doing and vice-versa.
If you can't make an Infopass at Charlotte to straighten it out, write the Charlotte DO a letter explaining what happened. It might be faster for you just to go to interview and have them schedule your oath in Atlanta. The Charlotte DO phone number is just a generic switchboard response with no options to speak to a live person.
 
If I am able to make INFOPASS @ CHARLOTTE, how soon I Am able to get
interview in Atlanta? what is first thing I need to do now? go to Atlanata Do or charlotte, DO?

I would first make Infopass with Atlanta to see what your options are. Ask Atlanta DO if you can take interview in Charlotte or if you absolutely must take it in Atalanta and evaluate your options from there.
 
ok. I am working on Infopass @ Atl-DO, writing letter to charlotte-DO etc..
If charlotte DO send file to Atlana-DO right away, more chances to get interview quickly in SEPT in atlanta right? just trying to get some idea..

No point in even trying to attend interview in Charlotte as they no longer have jurisdiction over your case. Make an infopass at Atlanta DO, and get the transfer underway as soon as possible.

When you updated your address, did you file an online AR-11 or just a paper one, and did you also call the 800 number to have you N-400 case updated? ...just trying to figure out how USCIS messed up.

Guess that just proves the online AR-11 is no better than a paper one. Probably means people should still call the 800 number to request their case be updated manually.
