Please help

My sister is an Indan citizen. My sister was in US on J1 in 2002. She then worked in UK for 2 years. She had started her J1 waiver process and had obtained the waivers from the three goverment agencies in India, but she had not submitted them to the Indian embasy for sending the waiver to the department of state.

Can she use those letters to apply to the Indian Embassy for waiver.
Or should she start all over again.

Any help appreciated.
