Only if you are an unmarried "child" (under 21 and each of you meets the legal definitions applicable to your relationship) who is "otherwise eligible" for admission as an immigrant.

IF you are eligible to file for adjustment (in a lawful status and a visa is immediately available) and have no issues that would block you from a visa (in removal proceedings, criminal issues, overstay, obtained current status by fraud, or whatever), then it is possible to get "follow-to-join" benefits if his visa allows for derivatives.

How did HE get his status? There are various paths to a "greencard" but not all allow for extending benefits to anyone else.

You misunderstood what was meant by "visa available". BigJoe was referring to availability under the green card quota for your category. Your category would either be F2B (over-21 son of a permanent resident) or F4 (sibling of a US citizen), both of which have a wait of several years for a visa to become available. That means no GC for you until maybe the year 2020 or later, and you will have to leave the US when your F1 status expires (unless you change to another status like H1B) to wait for a visa to become available for your green card process.

Your sister petitioned for HIM alone as an Immediate Relative (IR) of a US Citizen.

NO IR petition extends a visa to any derivatives.

Either dad as an LPR or your sister as a USC can file an I-130 for you.

Dad's would be slightly faster but you cannot marry unless he naturalizes FIRST or else you lose eligibility. IF he naturalized THEN you could marry and have kids but your category changes and you wait longer.

Your sister's F4 sibling petition would take longer but it allows for you to marry and extend the visa to a spouse and YOUR children if that should become a reality for you in the future.

Jackolantern explained about waiting abroad or getting an H1-B after you graduate.

You should subscribe to the Visa Bulletin and track the F4 priority date. The FILING date is the PRIORITY date of an approved preference category visa petition.

F4 = Family based 4th preference

This category takes anywhere from 10 to 25 years for a visa to become "current" on the Visa Bulletin which allows the filing for an Immigrant Visa (DS-230) or adjustment (I-485) and "available" for issuance (after completing the processing provided that there is not a retrogression in the meantime--after someone files the immigrant processing forms).
