Philadelphia Backlog Elimination Center Tracking

For one question, they say that they will process strictly by priority date (FIFO) (cases from both Regional and SWA combined).

For another question, they say they have already started processing cases at the Regional level (Regional cases which are in the system and for which 45-day response have been received).

Very equivocal answers!!!

Anybody with Imaging / OCR experience

Anyone out there has experience implementing/developing imaging / OCR solutions?

Not kidding, maybe we can implement an imaging OCR solution for BPC and hand it over.

FIFO = First In -> First Out

Is that FIFO for BPC, or FIFO for the whole system? I always thought it was the former. So, for example, let's say I have a PD of January 2003 in New York SWA and Jane Doe has a PD of January 2004 at Massachusetts SWA. If Jane Doe's case arrives at Philly BPC before mine does, I thought she would get processed before me.

Or does FIFO just refer to original PD's?

My understanding is that DOL doesn't care about the Regional Receipt date. All they care about is the "Priority Date" for FIFO. (Ascending order of SWA receipt date....doesn't matter which SWA or Regional DOL the case comes from).

I do, but then BEC asnine 's will wait on 'Congress' to allocate more $$$$ to implement that strategy.

Are you ready to bake some cookies

Maybe there could be some sort of a BPC Auxiliary Group, you know, like a PTA for a school. The Auxiliary Group would help the BPC function better by helping the workers with their errands -- take their clothes to the dry cleaner, order lunch for them, and pick up their kids from school -- and by doing a bit of fundraising for uniforms and tools by selling cookies door to door.

Seriously -- I wonder if there could be some legal way that a nonprofit group could help BPC's do their job better by consulting with them technological issues and/or providing extra funds for hiring extra manpower. It seems to me that it would be OK as long as there wasn't a case-by-case quid-pro-quo. At least buy each backlog center a big espresso machine and keep them pumped up with caffeine.

In that case our friends at India (who has not even applied LC  ) will get Labor Certification in few days.. :D Good thing is I can travel back home, Pay some X amount & get my LC in an Hour ! :p

And if we have processing centers in Hydrabad, then you can get two LC's. Buy one and get one free.

Do anybody think DOL is technically lagging..

What good if the real customer(employers) doesn’t even care (may be smiles as the system drags) and never demands the ‘good’ customer service - on the other hand employers never gets heat until we all prepare to leave (they know very well that its not likely for what ever reasons)

I know people here are ready to do anything to make it happen –except the collective action (- like spidey’s letter etc.) is there any thing else that work?

Any other creative ideas?

I'm not saying we wait for Congress to allocate money.

I'm saying we figure out the cost of developing the solution, access to an imaging/OCR machine and provide the implemented solution.

We have access to ETA750 forms

Then go to the media and tell them we have developed an OCR solution for DOL. See if they take it.

A little crazy but I would be willing to give this one a try. Believe it or not, not all employers are out to get us. There are good corporate citizens out there that would be willing to provide some backing.

Believe it or not there are some large corporations out there...that spend $$$ of dollars on attorneys, I have a feeling this would pale in comparison...

Is is so difficult for DOL to host a web page where users can enter ETA case number and get a case status displayed almost instantly? I can volunteer to program one for them for free if they don't have time or budget. I am sure this solution will help them avoid thousands of status check calls every day.

They need "No child left behind" program. A reeducation in math so they can learn how to "+ and -".

This goes along with my OCR idea. We will build the technology solutions they need to make them more productive and just hand them over...

"Immigrants in Support of BPC" - We could build them their website and provide OCR capabilities.

I know some (ok many) of you think this is crazy...but bear with me...can you provide me with info on time, software, hardware requirements (I will do the same) and develop a proposal for BPC.

The worst than can happen is I have something to distract myself with while my LC is certified.

I like this idea..let me know I can develop a prototype..

Sure - I can help in packing the proposal in a good form ( as presentation or protoype or a demo) btw, I'm a front end guy

Cheers!!

I like this idea, it won't be too difficult, they just need hardware to host it (which if they want we can also contribute for), software we can write. They just need to provide us with their DB structure and some sample data.
Wont't take too long, we can propose this to DOL in one of those letters that people are writing.
