Petition for brother in india I-130

My wife just became usa citizen . she is gone to file petition for her mom and dad. she also have a brother in india who is unmarried . can she file petition for him also at same time? or wait for her parents to became citizen and then they file for there son that would be faster or my wife file for his brother is faster ? and how long would it take for brother to come to usa

She can file for him, yes. Siblings are in the F4 category which currently has a wait of almost 13 years. Her parents, when they become permanent residents (they become permanent residents when they enter the U.S. with an immigrant visa), can also file for him. If he is still under 21, it will be in the F2A category (which currently has a wait of ~1.5 years); if he is 21 or over, it will be in the F2B category (which currently has a wait of ~6.5 years); even if he will still be under 21 at that point (which is doubtful since he is 20 now and it takes around a year for parents to become permanent residents), he will be very close to 21 and will certainly age out into the F2B category before his priority date is current.
