permanent resident abroad

Hi
I have a query about I-131 and I am not sure whether I am at right place or not.Well my relative(I was the sponsor) is an permanent resident and went outside USA (India) for 4 months without filing anything.Now they want to prolong their stay in India.Their agent told them to get I-131 filed in USA in order to keep the green card running.My questions(s) are:
1.Can I file I-131 in their absence or can they get it filed through their agent in India?
2.My relative did not filed their income tax return.Is filing the return by deadline essential to keep green card valid?
3.What is the maximum period my relatives can live outside US without filing I-131 as well as after filing the form?
Any help will be appreciated - thx
 
1. You can't do that from outside the US.
2. Its illegal to not file income taxes. He might lose his greencard if he doesn't take care of it immediately.
3. 6 month without re-entry permit (has nothing to do with advanced parole). A year max with.
