PERM Question? Please help

I've completed 5 years on H-1. just about 10 months remaining on H-1; with recapture, H-1 time would be 1 year. Currently on H-4. Since GC/PERM should start 365 days before H-1 expires(to get 7th year extension), if i get a job and move to h-1, can the new employer begin the the 2 month period for advertisements,etc before I actually join work? This way, the actual PERM can be filed within a week of my joining work that will ensure that PERM is filed 365 days before.
