Perm EB3: Salary can not meet PWD

My wife is from Singapore and will file Perm EB3 in early October. The PWD she received is $51,000 while her current salary is $35,000. Assuming that she could file 485 after perm is approved at the end of this year (EB3 not retrogress for world), we will probably get 485 approved by the end of next year. However, there is no way for her salary to go up to $51,000 in one year's time. What is the consequence of her salary not meeting PWD at the time of 485 approval? Are we going to lose the GC because of this?

Possibilities are there.
If she is from Singapore, every year you must apply Green Card through DV Lottery.
 
If your wife's salary can't meet PWD after she gets GC, then both she and her employer will get some punishment. For her, she'll lose her GC. But you may doubt whether USCIS has the ability to check each case like hers. However, chances are there. Even though it's only 1%, why take such risk?
Furthermore, if her employer is wise enough, they wouldn't sign the papers if they think they can't offer your wife the PWD salary after she gets GC.
So your wife and her employer should do something to solve this salary problem.
As grest_guru said, she can join the GC lottery every year, other than rely on employment-based GC only.
