Parents Visitor B2 Visa rejected

My parents B2 visitor visa has been rejected in Dec 2006.

While taking appointment for the visitor visa on VFS website, the VFS has asked a question - "Is your visa rejected twice in last 12 months Yes/ No ? "

What is the significance of this question ?
My parents visa has been rejected twice. But we are past 12 months now.

Anyone having information on this ..pls help..

If they appear for the interview now after 1 yr, will the consular make references to the past rejections.
Or will this be considered as a fresh application. ?
 
It is still in their visa application history, the question has to do with how soon can they apply (appointment dates open) not with their "chances". The situation/circumstance for which they were denied must have changed.
 
Every application will be a fresh one, but the consul will have complete access to the applicant's history with regards to US visas.
