Regarding my parents GC they said they won't have problems getting non-availability certificates from municipality. But the thing is, with respect to affidavits, it is next to impossible to get hold of these docs, since none of their relatives(aunt or uncle) or their parents are alive, because my parents themselves are above 70 yrs old.

The only affidavits they have is notarized affidavits based on their pension papers and school leaving certificates. Will this be suffice.

Shall, I explain in the covering letter the problems they are faced with. Will this be persuasive for NVC to approve their cases or will it trigger an RFE.

Anyone in this situation please reply.

From what I have written you should have known by now the case is with NVC not with USCIS. For your information USCIS don't ask for parent's birth certificates, only NVC does. Instead they ask for parent's marriage certificate. You don't even know the basic immigration process and document requirements and you gas around claiming you have years of experience with immigration law firm that too with diverse client base. People have seen enough of these.
Get your fundamentals right. You don't need any law degree or experience to figure this out. Period.
