Parent to go for CP - planning for over 21 siblings

My parent will go thru CP interveiw soon and hopefully will be approved. I have 3 siblings there over 21.

two brother in medical school one in 1st year and other in 4th year.

I was thinking of filing I-130 for the younger via parent GC (unmarried son >21) and when my parent become US citizens they can upgrade his case to first category? and this way he will have GC roughly around the time he graduates.

The other can attampt to come thru non-immigrant visas for medical traning ---if They get it!!

Any issues with this optimistic thinking and can my parent apply for some and not all their kids?
 
Very much doable.
Your parents are not obligated to sponsor all their kids. They can pick and choose :)
