This may allow us to stay on H1/H4 for another 6 years even after using up all the 7 years on L1/L2. If possible, this is the only LEGAL option I have.
if you were talking about the announcement that came out from CIS end of last year, it is not a law, but CIS will follow it. The announcement was not clear to change from L2 to H1, or H4 to L1, but I believe that new rule is applicable to L2 to H1 too.
Talk to lawyer.

After I was half-way denied yesterday, my attorney told me that the good thing was that I didn't have to go back to my country. He said this in front of the interviewer, he did'nt object to it. Now I dont know why, maybe cause he said something about some trial. He told me we would talk about it after we got their final decision. I have'nt lost my optimism, but I have to be prepared for the worst, now if there's a way for me to stay here, I would be really happy about it. But I dont know maybe there is a way for the person who posted this thread to stay legal here for the remainding 3 years. ;)

Are you currently out of status? Can you explain the status of your case?
