Options for H4b visa holders

Currently I am in the US since August, 2007 as a TD visa holder and soon I am going to be on H4b . I am wondering what are others with similar status do. I know that I can study with this status but I can not do internship / assistantship with this status and I have to get F1 visa to earn any amount as a student. If I take F1 visa, I have to pay out of state tuition fees. I am thinking about going for graduate studies and it will cost me a lot.

Is there anyone in similar situation? From the uni. website I have figure out that out of state tuition cost 4 times more than in state.

Someone please correct me if I have wrong info. And also let me know if there are some exceptions or any loopholes.

As far as I know, even if you are an international student, if you get a scholarship of 500 bux or more (not sure if per semester or per year), then you qualify to pay in-state tuition.
Not a loophole, but something that may be useful. Inquire with the school in which you are interested
 
I came here in US the same time as you, and am facing the same situation now. Just wondering how you're doing and how you dealt with paying for school.
