One year limitation for H1 revalidation

H1-B visa has to be revalidated within 1 year from the date of visa expiration on the passport. This limitation applies to revalidation at St.Louis ONLY, right? I believe I can still get my H1 revalidated in home country even after 1 year if I have the approved H1 extension papers. Is my understanding correct? Thanks
