once I become citizen, can I simultaneously apply for passport and "passport card" at the same time? "Passport" being the regular passport book, and "Passport Card" being the new credit card size passport card issued by the State Dept...

I don't see why not if you're willing to pay both fees. Just remember, you can't use passport card for air travel.

You mean international air travel. For air travel within the US, you can use it an your primary ID.

Correct, for international air travel since you don't need a passport for air travel within the US.

Yes its the same form. You have to select both
 
I remember I read somewhere that the passport card can only be used for land border travel and some sea ports-of-entry. As an ID, I don't think is going to work because it has a chip which links to a database through radio frequency.

It will work same as driving license. It has your data (name,dob) and your photo on it.
 
A question for those of you who have applied for both a passport and a pass card simultaneously. I realize that the pass cards are a relatively new form of ID, but can anybody tell me if one has to submit additional photographs if applying for both passport and pass card at the same time? I believe that if they are applied for separately, a total of four passport style photographs would be required, but I am wondering if four photos are required if they are being applied for at the same time, or just the standard two? Any help would be appreciated.

Assuming that I ever get my IL and make it through the oath ceremony, I would like to apply for both. The pass card is handy as an additional ID and as well I travel by land border crossings to Mexico quite frequently, so it will be useful for me.

The passport card is NOT having any photo on card. Therefore, I don't see how can you use it as additional ID?!

If applying at the same time as a passport, the same form is used (DS-11), so it appears only 2 photos are required. If applying after you apply for a passport, then an additional 2 photos are required.

Of course it has a photo on it, and of course you can use it as an ID. That's the whole concept of the pass card - it can be used to prove citizenship at land and sea border crossings, and is adjudicated exactly the same as a US passport at such crossings.
