Iran hit it last year and might do again this year - but not by many selectees if at all.
We don't know the quota for Asia - but KCC do - and by limiting the CN progression in the recent VB they effectively avoided a scenario where a quota limit is hit for Asia. In other words - they have enforced the quota already through CNs. That was bad news for those over the published CN number, but good news for those current and waiting for interviews.

I don't think any country will get more than 3.5k this year because it is not current in Sept. If they do it, it is against the law. In DV13, it is ok because everyone got their interviews but not this year. If they really stop the CN and yet issue to any country more than 3.5k, they are opening up for lawsuit.Last year hit a tad over 3700. This year will be about the same.

So it is a potential lawsuit if they really do it.Don't follow your logic at all. Who said they have to go current in order to issue 7% to one coubtry. Oh and by the way, Iran achieved that last year even though only 51k visas were given.

The technical limit of available visas is 55k, not 50k. It is just that "up to 5k" have been set aside for Nacara since 1999. But as Nacara has not taken anywhere near 5k for the past number of years, it seems some of these have been reallocated to other regions. This is why you have seen more than 50k visas in some years, and more than 3500 to some countries in some years, but never more than 55k total and never more than 3750 to any individual country. So no, there is no potential lawsuit anywhere.

The diversity lottery was conducted under the terms of section 203(c) of the Immigration and Nationality Act and makes available *50,000 permanent resident visas annually to persons from countries with low rates of immigration to the United States. Approximately 140,660 applicants have been registered and notified and may now make an application for an immigrant visa.
