Obtaining visa with only RTD / No valid passport

Is there any country provide vidit visa for those who got valid RTD but valid passport. Green card is pending too. ? Any experience.?

as far as i know , they dont do stamping visa on RTD but valid passport.
so if you dont have passport , you might want to go to third country which dont need visa at all when you use your RTD like germany or singapore.
i went to korean embassy to get stamped on my RTD but they refused it and they ask me to get NP to travel to korea.

Actually they do. I don't know if there are any other countries that don't, but when I went to Switaerland, they stamped my RTD. RTD is suppose to replace NP for people who can't have NP or renew them.
