I did my interview last month. Its almost 20 days. Whats the normal waiting time to get oath letter?

Also, is there any number that I call and talk ?

Depends on your DO. Start inquiring by speaking with an IO by phone (1-800-375-5283) or by scheduling Infopass if you haven't received your OL after 45 days from interview.
