One of my friends filed last year for citizenship in NYC DO.(Vermont SC)
He received his citizenship in less than 4 months.

BYW, I have a friend got his Citizenship in 2.5 months in San Diego around 1 year ago.
 
Before the fee increase, the average N-400 processing timeline in NYC was between 4 and 5 months, from PD to oath.

Do you know more precisely when he applied? Like Vorpal said, if it were early in 2007 this timeline is quite possible. However, it would also be interesting if he were a December applicant, since we've had a couple reports of short timelines with December 07 PDs.
