What I was trying to point out is what is CIS, what is ICE, who gets the money and resources, who works on what and why? The DHS Act clearly defines all these............Eduardo Aguirre and Asa Huchison (as well as Prakash Khatri, to be fair), are on the same level, leading separate agencies. OR ARE THEY? CIS is supposed to be doing adjudications and ICE to find the bad apples, I think, and this is what the LA Times, NYT, GAO, GovExec, Washington Post are saying.

I think, frankly, that you would be surprised by the level of organization in these agencies. Essentially, I think they are in "cover our a**" mode and that there is still very little communication and knowledge transfer and that is why each agency has to perform possibly redundant security checks and that everyone is just making sure it's not them sending posthoumous visas to bombers or screwing up otherwise. The entire DHS has very little say in what they need to do, but a great deal of responsibility, starting with Tom Ridge down. What it boils down to is that in the list of issues somewhere, backlogs are medium or low priority. They hurt no one involved (other than us :)), not even in the court of public opinion and therefore, they are in no rush to fix the problem.

The entire process is purposely tedious and redundant, to eliminate mistakes, but one of the biggest issues why the legitimate, well meaning and productive immigrants like us cannot be distinguished from the potential security threats is the lack of information. How about a single, unified database of all documented foreigners in the US or intending to enter US with all kinds of info that would be reachable by FBI, CIA, NSA, CIS, DHS, ICE, VANILLA ICE and any other agency that needs it?

Another part of the problem is that, by not sharing information, some of the agencies justify their existence as essential pieces of the government, because, if stuff was streamlined, they would need nowhere near the amount of people and effort they need currently, with better results.

Lame execuse

What about the lame excuse that they did not issue AP due to lack of security paper with INS logo? Is this anti-terrorism related?
 
Security check should not the excuse of outrageous delay


I read with great interest the article in your paper this morning titled" Wait for U.S Residency Soars Over 18 month span" by Nina Bernstein. This article is well written and represents serious problems encounted by intending immigrants.

However, the quote by Mr. Yates is misleading and his excuse for the slowness of immigration process looks ridiculous to me. As one of New Yorkers who eyewitnessed the 911 tragedies, I understand the importance of security check, but it should not be the excuse for the outrageous
delay. It takes now CIS at least two years to process Status Adjustment,
7 months to get a travel document, 6 months to issue an EAD, With this
efficiency, how can we expect them to finish the security check before
terrorists actually damage our cities.

USCIS said there might be some dangerous guys among the thousands and thousands of cases dusted somewhere in the CIS office, but only if they are quick enough to process these cases to catch them in time.

THE Real story of AP Security paper shortage.
“..Once upon a time a DHS security guard had gone to the basement of VSC office for a snooze since he had been working very hard. He had his donut, took a quick 50 minute nap and came back to the front gate to continue his shift. He suddenly remembered that he had forgotten to take his cigarette break and rushed downstairs to the basement. He struck a match and was about to light up when….
..Across on the other side of the world an “UE” national boarded a plane and entered the US on a deceitful undercover mission. He did not need a visa to enter the US as he was from an “Visa-exempt” country. He then broke into the VSC basement to steal some AP security paper as he was frustrated with the poor quality AP documents that his “bad-guy” pals were being provided. As he picked a sheaf of these papers he heard a noise, the sound of a crunching donut and a match was struck….in fear he hurled the AP paper stack towards the intruder…
The DHS Security guard felt something hit his lit match and before he knew there was a fire raging in the basement….when they had finally doused the flames..they realized that the ENTIRE stock of AP security paper was destroyed…to resolve this dilemma a lowly clerk in their IT deptt then went into their National Customer database and changed the “Processing dates” for AP to March 2001…thus finally all was well in the DHS world and they "backlogged" happily ever after…

the reason NYT is making this an issue in an election year is they are pretty left leaning ... I thought they will be willing to publish some of the emails especially if it gels with their agenda.

You are absolutely right about the NYT being "left" or "liberal" and being bashed every night by Fox and Oreilly..the same holds for other national newspapers (not the Wall Street Journal).
There is definetely a connection about this Administration and the Immigration Backlogs/problems and the so called Security thread. This connection can be used if composed in a smart way. I understand your point, I am with you, I should write something along these lines.
Look at the Mexican Border for Security..it is open while we are not getting our benefits.

I used extradrygin's format basically but I also stressed that " the state department processes immigrant visas within 6 months. If the proper security checks also can be reasonably performed within such a period, why does the adjustment of status take more than 2 years. We do not have any avenue to understand whats going on inspite of doing everything by the book".
Hopefully some kind soul will pay attention to our mental agony.

I am a resident of New Jersey and my I485 Green Card application has been pending with USCIS for more than 18months. With current processing times taking it more than 2 years for thiese applications, i do not see any approval in near future. We are facing tremendous difficulties due to these delays. Thanks for posting our story. I am appalled to read that Mr Yates, the operations director of USCIS has brazenly told that he is not apologetic about the delays. This is very cruel statement. I request you to send a reporter to him again and convey our hurt feelings to him and ask him to apologize to the immigrant community.Your reporter can contact me for further details about the problems i am facing due to the backlogs.
 
Let's not stop the campaign. We need a few more people to get the message across. It's a simple job. Please copy any of the previous messages, modify it slightly and shoot it across.
 
Waytoolong I really appreciate you sharing that article with us, it's time that the media stops being biased and expose the truths so that public can become aware of what we immigrants go through.
