Now married while in process of petition

My parents filed a petition to my brother on march 1997 who was that time a singe and my parent as a green card holder. Last year my parents became U.S citizen and my brother is now married with children. Last week my parents received a notice from NVC about processing the petition.

Since my brother is now married with children, Can we still continue processing the petition? How can I get my brother’s family here to live with us?

you have to notify USCIS that your brother's marital status has changed, and that your parents are now US citizens. USCIS will transfer his application into an appropriate category: married children of USC. It will probably take him longer to get his GC, unless he divorces.
