while you have a i-130 case pending or somebody will file for you petition for IV -VISA ,GETTING REFUSED FOR NON-IMMIGRANT VISA under section 214 b

Does that reflect on your iv-case ??? make any changes on your case
 
It does not reflect on your IV case... but as far as getting a non-immigrant visa when an I-130 is filed for you, that will be very hard.

getting non-immigrant visa is offcourse very hard in such situations, but it's not some thing against law. I am telling you this just to give you a ray of hope incase you plan give it another try, as some counslers are better than other's and they listen to you, while others would reject you the moment they read that you have pending I-130. I got B1/B2 while my I-130 was pending, but now when I have to get F1 visa this I-130 is again coming in my way.
Which consulate did you apply and what is your PD. I heard chances could be better when PD is very far, e.g' your parents just sponsored you under FB2b. If you have a degree can get a job, H1 would be easy to get.

Hey, nobody is saying it is "against the law". But that the chances are low. That is all.

Yes I know you won't say that as you have more experience than me. I am trying to give him a hope incase he plans to try again as these PD's some time take all your youth to become current.

Thanks all , you know i find my self qualified for non-immig visa but my main dilemma that my brother is a USC and mother LPR , and i have case pending

OTHER hand i am really not attending immig in this particular trip , because i am not in rush ................ and officer dont even listen .

i only like to visit , see the state before immigrating

any insight will be appreciated , and by the way

i am 22 years old , mother is a LPR , is there is a chance to get the imm-visa in 5-7 years as some friend told me , state PA , VERMONT SERVICE CENTER

This may include proving you have family in your country, or you work there, or possess property, for instance. If you have nothing and try to come here, it will be assumed you have no such ties and don't qualify for nonimmigrant intent.

you are 22 years old and mother is LPR....
Did you miss the timing only by 1 year or did you mother forgot to apply when you were a minor ?
