No objection statement

I received my home government funding ( A very large amount of money).

My government is willing to give me a no objection statement if I return all the money. Even after paying them, the process of getting the no objection is very lengthy and time-consuming.

If I apply for awaiver based on no objection, will I get the waiver?
Do they usually grant it or not?

In the absence of US Government funding, a "No Objection" statement from the home country is likely to result in a favorable waiver recommendation (http://www.immigration-lawyer.com/visa/J-1/J_waiver_grounds.htm). However, ‘No objection’ waiver is unavailable to medical graduates (http://foia.state.gov/masterdocs/09fam/0940202N.pdf).

What makes me worried is the following question:

Is there a small chance they may refuse to give me the waiver?
I checked various websites and they say I may get the waiver.
But, if they refuse, I would be in bad shape. In order for me to get the no objection statement, I have to resign from my position in my home country and pay a small fortune to my home government.
Is this similar to gambling with all of your wealth?
