DV2015 will go ahead.

Don't forget the immigration bill has to pass the House - which is more heavily Republican dominated. The Republicans have said they will kill the bill in the house - and force a number of amendments which will take time...
 
The Senate has passed the Immigration Bill but next stage is that the Bill has to go through the House and if I am not mistaken on my knowledge of the American political system), it then goes to the President to be signed into law. In any case the Democrats and Republicans will wrangle over it for some time before agreeing on something concrete.

I'm not so sure they will knock out the DV Lottery (recall it was actually introduced by Edward Kennedy as a legal means of immigration and he had a HUGE influence in the Senate and some of his policies are still present today) but the DV Lottery may be restructured in some way or may remain the same as it is.

It is really a guessing game for now until it gets to the House and they actually formally announce what changes will be made to the Immigration System. At the moment the focus of the Bill is the 11 million illegal immigrants to be put on the path of citizenship in 13 years if they meet certain criteria.

The answer is: nobody knows as of yet. If they were going to knock out the DV Lottery they would have said so earlier. So far nothing has been mentioned therefore we can assume that there will be a DV-2015.

Everyone should just chill and wait till September to see if a DV-2015 is announced because they don't announce it before the fiscal year end of the current DV.

The site you mentioned is the ESC site. It is for people already on DV-2013 and those on DV-2014 who have been selected and has nothing to do with the Immigration Bill.
