Under the new procedures, a concurrently filed I-140/I-485 will be adjudicated together. This has +ve and -ve impacts. The I-140 will be held up until procedures for I-485 are completed. This raises significant concerns for the application of AC21 portability.

Basically you are right! AC-21 becomes obsolete as there is no I-140 approved and 180 days passed for the I-485. Their excuse and expectation is offcourse to adjudicate both within 180 days or sooner and as such there is no need for it anymore! It will be applicable for the old filers and die certainly before becoming any kind of law.

For concurrently filer, if the I140 is already approved, does AC21 still apply?

I would assume it does unless they release another memo stating the other case.
