New H1B with no pay - Implications?

How does it work?

If I get my spouse from India on H1B and she does not get paid immediately till work is available for her, is it ok?

- For how much time can she not receive pay?
- Can she be on extended vacation?

Is the H1 still valid, threatened, any violation?

No pay No status...

All grace periods have to be explained if questioned. Even a month without pay means - out of status.
