New H1B - When can start working?

My wife is in USA on h4 visa. Her h1b is approved. Her h1b is filed through Indian company.
When her h1b was filed , she was in India . (she came to usa on 1st may 2008 on h4 visa).
My question here is that, can she work from 1st Oct 2008 without going to India(or some other country) for stamping?
Please help me .
 
Thanks for reply. However , I knew that she needs COS or h1b stamped. My question is - can she file her COS now & how much time it takes to get the COS approved?
 
She can't file, but her employer can. No idea how long it will take.. Go with premium process if the time is concern.
