New H1B Visa Transfer before it is effective?

Good days all,

I am currently in company A using OPT (valid to 12/2007) and will apply for H1B visa from company A after April. But I may jump to company B in August or September, 2007. My question is that can I transfer the H1B, that I apply based on company A, to company B before it is effective after 10/1/2007. ( I believe by Aug/spet. it will be too late to file H1B application based on Company B). If the answer is yes, how should I process it?
Any input and suggestion is highly appreciated!

If you apply your H1 by April 2007 by ordinary process the approval may come some time Oct or later.
