New H1B - transfer to another company possible?

I have a friend who has a new H1B from company A (consulting firm) which is valid from Oct 1, 2006. He has an offer from a software giant now. My question is, can he join the company B and transfer H1B without having to work for company A? Company B is the largest software company in the world and he doesn't want to miss this opportunity. I heard that for H1B transfer, one has to submit one or two pay stubs from the previous company. Is it true? If it is, is there any way to wave it? He has the original copy of his H1B approval.

If he is in US and valid I 94, he can start transfering his H1 on1 Oct 2006 without a pay stub.(Premium is best option to avoid paystub)

If he delays 2 - 3 weeks he may need to produce a pay stub.
