New H1 Visa Stamping - Only in home Country ?

A friend of mine is getting his new H1 Visa (for the first time) . He is in Singapore. Is it necessary for him to go to India, his home country, to get it stamped. Or can he get it stamped at the US Embassy, Singapore ? Any answers will be really appreciated.

make sure that you carry documents that why u r in singapore on Business or pleasure and how long. it should be VAILD reason.
