New h1 (Currently on h4), please help

I'm in H4 since Dec 2003. I have an MS degree from USA.I'm looking for H1 and couple of companies are interested in offering me which i will finalise in a week or so. My questions are

1) Do I have enough time to apply for new H1?
2) How much time it takes for educational evaluation?
3) Do I need to show expeirence? I dont have IT experience.
4)Once h1 is approved, Do I have to go to India for stamping?

I have heard that all H1's will get exhausted by April 2nd. So I'm little concerned

3) Do I need to show expeirence? I dont have IT experience. Exp. helpful depends on your job offer4)Once h1 is approved, Do I have to go to India for stamping? Depends. If your COS is approved with a I94 then you do not have to travel for visa stamping.
