New H1 after being on 7th year H1

Is it possible to come to US on a New H1 after being in US on 7th year H1B. (Giving a 1 year break, for clock reset).
What are the chances of getting visa stamped ?
Since I belive once you move to 7th year based on a pending Labor, you showing an intent to immigrate, how will this effect on the decision of the new H1 visa at the consulate?

As long as one stays out of the US for a year, no problem. H1 is dual intent and filing LC or I140 or I485 does not affect on H1 decision.
