Need your opinion on Planning to cancel Parents GC

Hello guys,
I have few questions in my mind and trying to find more information on those. Can some one help me by providing your opinion?

1. I am a US citizen and applied for GC for my wife and now she got Temporary GC card. When is she eligible to remove the temporary GC and get permanent GC card. We got married in Aug 4th 2006 and she got her GC interview approval in Jan 2008. Do we need to wait for 2 years from the time she got GC or from the time we got married? Also what is the process and what form to use to remove this temporary?

2. My parents are also GC holders, but they are not staying in US. So every year they are visiting US to maintain there status. It is very difficult for us to spend so much for just to visit every year. They also got reentry permit couple of times but hope they will not get again in the sooner time.
Do any of you suggest that is it good to cancel the GC and apply for visiting visa? Because my parents has business in India, Lands on their names and also my grand mother who needs assistance and most of the ting is I have another brother who is continuing his studies in India. So its clearly states that my parents are tied up with lot of things in India and needs to return to India.

3. When I said my brother who is still studying in India he is also a GC holder. But for maintaining the status he also should visit USA every year. Is there any way to get long break for another 2 to 3 years till he completes his studies? I heard some where that we can apply for LPR. I am not sure what this is. Can some one tell me how to do this?

A1: Submit an I-751 once the second anniversary of the GC is less than 90 days away.
A2: If you parents have no intentions of living in the US, they might as well surrender their GCs.
A3: Your brother cannot maintain his status by visiting the US every year. He needs to live in the US. He can also apply for a 2 year re-entry permit.

Thanks for your suggession. I read the instructions for I-751. For the application fee do we again need to pay $545 including Biometric fee. My wife got the Biometric test last Oct 2007. I believe the biometric will last for an year and they can consider that right. Also we need to pay 465 for I-751 application fee. Seems its too cost.

I got confusion here. When you say second anniversary of the GC means the 2 years time from the date we received our GC right. But when I ask the interviewer at the time of GC interview he said we need to wait another 7 months to apply I-751 as we already been together married for 1 yr 4 months.
But when i read the below statement from some where else "You and your spouse must apply together to remove the conditions on your residence. You should apply during the 90 days before your second anniversary as a conditional resident. The expiration date on your alien registration card (commonly know as green card) is also the date of your second anniversary as a conditional resident. If you do not apply to remove the conditions in time, you could lose your conditional resident status and be removed from the country.". I feel that I still need to wait for another 1 year 2 months to apply for I-751.
Can you please correct me.

you need to wait until the second anniversary of your wife's permanent residency (but not after it).
 
Take a look at the GC itself. There is an expiry date on it. Your window starts 90 days before that date.
