Need help

My parents were interviewed on 26th march 2010 but they were told that it takes up to 120 days to make decision on their application. They both passed the citizenship tests but decision could not be made right away due to missing A-file.

My concern is that these applications have been more than normal processing time which is 5 months. Any idea or advice?
 
Missing A-file is not common, but has been seen on this board many times. Usually, they will find it and send you the decision / approval. You can only force them to decide after 120 days, but keep calling them every other week. So far it is only a month (it is early days) - even if they were directly scheduled for oath - it might take 2 weeks for such a letter to come.
 
When does "normal processing time" start? Received date on receipt or when it is transferred to local office?
