Need Help : Transferring Schools : When to approach DSO

I am a MBA student at University A and have received official admission letter from University B for spring term.
I-20 has been held for my arrival in that University.
1.When should I ideally request for transfer , to my current DSO. Fall semester ends on December 15 . Should I approach him prior to that date or after that date.
2. The release date would be after the last day of class or after the grades are out as it could take another week.
3. Should I insist University B to send my I-20 as they told me it will be held until my arrival.
4. What sort of complications could I face during this whole procedure.

you should approach your DSO early, since they are busy during that time, and some offices close early for Christmas. You could probably specify the release date to be after the last day of the semester. I believe, you should have your new I-20 in hand when you request the release.
