need GC to re-enter US ??

my sister's immigration visa has been approved and her family has came to US.
But she needs to leave before receiving the GC, she has the I-551 stamp on her passport, can she re-enter US without the GC? will the I-551 stamp be valid for re-entering?

The stamp itself shows an end date. It can be used until that date.
