Need advice missed interview date

Hi guys my friend from Bulgaria missed his scheduled date(CN13xxx).Yesterday when he tried to schedule a new date he received a reply from embassy that there are no more visas and to check after 08.15 for any changes...So this is the end of the story, or he can do something?Any advice and suggestions will be greatly appreciated

Nothing else can be done except check back after 8/15 like the embassy already told him.

My friend: There are a ton of things that could happen in life that might interrupt your plans and even your scheduled interview at the embassy. I am sure you knew this as well.
