NEBRASKA processing OCT I-140

Nebraska is processing Oct I-140 (Trackitt has several folks with last week of sept approved) whiel Texas is still lagging behing in July 2nd week.

They are not processing October per se. They just randomly pick up files. A lot of March - July cases at NSC are still pending (even from not retrogressed countries). TSC and NSC are both equally broken. TSC is at least systematically broken. NSC .... well NSC is just NSC.
