I plan to send in my N400 application to VSC in first week of Nov.

Can I use the current (as of today: Oct-27-2008) N400 form to apply if the
current N400 form is due to expire on Oct-31-2008 ?

Yes, the current form set to expire Oct 31 can be used until USCIS publishes a new one and the old one is no longer accepted.
